Six of the fatalities were from Tanjay City, Pamplona and Valencia town in Negros Oriental, while four were reported in Cebu City, said Minda Morante, chair of the Regional Disaster Risk Reduction and Management Council in Region VII. In Mandaue City, 1,091 families from the villages of Subang-daku, Basak, Guizo and Tipolo were stranded in their homes. Some children were marooned in their schools. Mandaue City officials have declared a state of calamity in the said villages to speed-up the release of government’s calamity fund. In Cebu City, 12 villages were under water due to a cloudburst that hit Metro Cebu on Tuesday. A “cloudburst” is a weather phenomenon that occurs when cumulunimbus clouds reach its volume capacity of more than 37milimeters of rains, said Pagasa weather specialist Oscar Tabada. “The cloudburst that hit Cebu City on January 25 carried a 100mm rainfall. It’s like a one-month rain that fell in one day unfortunately, the heavy downpour severely hit the Mandaue area,” Tabada said. Morante said that the cloudburst incident caused flood waters to rise from waist-deep to neck-deep in a matter of 30-minutes. “The silted Mahiga and Tipolo creeks in Mandaue City overflowed that affected the low-lying areas of Barangay Subang-daku, Panagdait, Tipolo, Guizo, in Mandaue; Barangay T. Padilla, Tinago, Mabolo, Mambaling, Camputhaw, Apas, Tinago in Cebu City and Barangay Poblacion, Lapulapu City,” Morante reported. The RDRRMC-7 provided affected families with food and financial assistance. Classes in the elementary level in Basak and Guizo have remained suspended.

A police spokesman at the force's by-election tactical operations room, Supt Abdul Aziz Ahmad, said 215 people were evacuated to flood relief centres as at 10am. The flooded areas are Felda Simpang Redong, Ladang North Labis, Ladang Voules and Pekan Air Panas. Election Commission (EC) deputy chairman Datuk Wan Ahmad Wan Omar told Bernama when contacted that as of noon today, there were no polling centres affected by the floods. Meanwhile, Abdul Aziz said of the number of evacuees, 84 were from Kampung Usaha Jaya, 55 from Kampung Paya Dalam, 36 from Kampung Pekan Air Panas, 21 from Kampung Lembah Bakti, 13 from Kampung Bukit Dato and six from Kampung Sekijang. He said that so far, roads leading to the polling centres were still passable although the floods had inundated several stretches. Police had deployed personnel to man the traffic, he said. "We have also readied boats to ferry the voters. There are several other areas hit by flash floods but the situation is not serious and the roads are passable to all vehicles," he said. Among roads affected by the floods are Jalan Segamat-Labis at Felda Redong junction as well as the roads leading to North Labis, Ladang Voules and Kampung Sawah Baru. On the by-election, he said, there were no untoward incidents reported so far.

    Situation: Authorities on Saturday (January 29th) declared a state of emergency on the islands of Kos and Rhodes in the Aegean Sea due to floods caused by torrential rains in the area. Most roads, many houses and rural land on the two islands are under water. The situation is worst in three villages about 50km from the city of Rhodes and in several villages on the island of Kos.

    Situation: Disaster management officials in the Caraga region in Mindanao have implemented a forced evacuation of nearly 6,000 people because of flash floods and landslides, the Office of the Civil Defense (OCD) in Caraga Region reported. The Surigao City and Surigao del Norte Disaster Risk Reduction Management Councils (DRRMC), brought some 4,762 individuals (or about 856 families) to safer grounds in Surigao City and the towns of Mainit, Tubod, Claver and Gigaquit. In the Dinagat Islands also in Caraga Region, some 1,000 individuals from give barangays were also evacuated to safer grounds due to flash floods and landslides. In Surigao City,some 354 families from Sitio Pagasa and Sitio Bonotan were evacuated. In Agusan del Norte, two persons died of drowning while in Surigao del Norte, one person was reported missing, the OCD said. In Esperanza town, Agusan del Sur, landslides have been reported, the Esperanza Municipal DRRMC said. In lakeside Mainit, Surigao del Norte, some 2,892 individuals (or about 482 families) were evacuated due to flash floods and the rising water level of Mainit Lake, the fourth largest lake in the country. In the entire Surigao del Norte province, some 103,121 individuals (or about 20,137 families) in 235 barangays were affected by flooding. In Surigao del Sur, a landslide incident reportedly occurred at the national highway in Barangay Union, Lingig town after the Tago River overflowed, causing floods in the highway. In Dinagat Islands, alert Level 3 was raised and classes in all levels weresuspended. Evacuations were conducted in barangays Jacquez, Wilson, Don Ruben, Luna, and Matingbe. Sea travels to and from Surigao City and the Dinagat Islands were also suspended.

The death toll remained at three as at noon, two in Johor and one in Melaka. In Johor, 45,145 flood victims from 11,104 families are currently housed at 267 relief centres, according to the Johor state government's official portal, www.johordt.gov.my. The state flood operations room reported that as at 10am, Segamat recorded the highest number of evacuees at 19,441 from 4,791 families, followed by Kluang, with 9,239 victims from 2,449 families. There are also 2,736 victims in Johor Baharu, 2,445 in Muar, 2,629 in Batu Pahat, 658 in Pontian, 2,438 in Kota Tinggi, 99 in Mersing, 4,312 in Ledang and 1,148 in Kulaijaya.

    Of the number of evacuation centres, Segamat has 93, Kluang (45), Johor Baharu (17), Muar (22), Batu Pahat (28), Pontian (nine), Kota Tinggi (19), Mersing (one), Ledang (26) and Kulaijaya (seven). Several roads in Segamat remained closed, namely Mile 8, Jalan Muar-Segamat, Sungai Penarah bridge at Km 63 Jalan Muar-Segamat, Km 217 of Johor Baharu-Seremban in Taman Anggerik and the road to Felda Redong due to bridge collapse. In Kluang, the road affected are at Km 79 to Km 81 of Jalan Kluang-Mersing and Km 75 of Jalan Kluang-Jemaluang while in Kota Tinggi the road closure is at Km 3 of Jalan Kampung Kelantan-Panti. In melaka, the number of flood evacuees in Melaka rose to 4,545 people at 8am today from 2,889 at 9pm last night. They are currently housed at 31 evacuation centres, most of them in Alor Gajah, with 2,163 people in 10 centres, followed by Jasin with 1,254 people in 14 centres and Melaka Tengah, totalling 1,128 in seven centres.

    The weather was fine throughout the state this morning, a spokesman at the flood operations room said. He said the Welfare Department was providing assistance in terms of food while other agencies such as the armed forces, Fire and Rescue Department and Civil Defence Department were involved in the evacuation process. Chief Minister Datuk Seri Mohd Ali is making his rounds at the centres to ensure assistance were provided to the victims. Roads in Taman Merdeka, Angkasa Nuri and Pasar Borong, all in Batu Berendam, are still closed to all vehicles. In Kuatan, about 800 people from three districts were evacuated to relief centres from 538 last night. A police spokesman said 15 villages in Rompin, Raub and Bentong were hit by the flood while the flood in Maran had subsided and all the 55 flood victims allowed to return home. "There are 476 flood victims in Rompin, 229 in Raub and 95 in Bentong," he said when contacted. Several roads in Bera and Rompin were closed to all vehicles, he said. The roads are Jalan Ladang Hwali, Jalan Ladang Trading, Jalan Kampung Baru Bukit Ibam, Sungai Gayung bridge, Kampung Lubuk Batu bridge in Rompin and the alternative road from Kampung Pasal to Felda Palong 8 near Muadzam Shah.

    In Seremban, a total of 2,259 people from 441 families are still at 24 evacuation centres in four districts in the state. Tampin flood operations room spokesman said 12 evacuation centres were opened at the district, housing 1,718 people as at 11am. Other areas affected by the floods are Jempol with 418 evacuees, Kuala Pilah with 100 evacuees and Rembau with 23 evacuees. The evacuation centre in Kepis Hilir was closed at 9am.

The department said four of the victims drowned, one was electrocuted by a loose power line and one was struck by lightning. In Maco town of said province, a child named Rocel Antipuesto died after he drowned in Hijo River that overflowed causing flashflood at Purok 2, Barangay Panibasan at around three in the afternoon yesterday. The local government of Maco immediately extended financial assistance to the bereaved family of Antipuesto. The Compostela provincial and municipal Disaster Risk Reduction Management Council assisted the affected families in Compostela town for the evacuation and extended immediate relief assistance. Office of Civil Defense (OCD) regional director Liza R. Mazo said these families have started to go back to their homes early today as the weather condition turned better. However, the rescue team is continuously looking for the 62-year old woman, Teresita Aclon, who was reported missing since yesterday due to the flashflood. Lazo reminded the flashflood victims not to wait for a flashflood incident before evacuating their homes. She stressed the importance of pre-emptive evacuation. The OCD is continuously monitoringthe situation in the said area.

Mahmoudi said that the recent rains and consequent flooding are threatening to overwhelm a number of villages in the region. “Aid is underway to help the flood-hit people in the south of the province where some of the residents have already been provided with temporary shelters and some assistance,” the official went on to say. He added that thousands of households have been affected by the recent inundations in the southeastern province. Reports also indicate that the latest flooding has left trails of destruction and taken a heavy toll on cattle. Floods in Kerman come after thirteen years of drought which has severely damaged the province's agricultural index over the past years.

The Government declared Anuradhapura city as a disaster zone Friday night. The speed and level of spilling at major reservoirs have receded. We had to open 22 spill gates at Rajangane Friday and now only 18 gates are kept open. We maintain the water level at Rajangane six inches below the spilling level at present. The spilling levels over the normal levels at Nachchaduwa has come down to 2.5 feet, at Nuwarawewa to 2.5 feet, Tisawewa to 1.3, Mahawilachchiya to 2.5, MahaKanadarawa 0.10 inches and at Eruwewa to 2 feet. It is probable that the flood water level at Wijepura, Mihindupura, Pavithrapura, Karmanthapura, Sacred City Galpalama and Malwathu Lane area along the two banks of Malwathu Oya would have reduced within the next 24 hours,” Palugaswewa said further. The District Disaster Relief Centre maintaining 150 flood relief camps mainly in Horowpothana, Kahatagasdigiliya, Nuwaragam Palatha, Central, Nuwaragam Palatha (East) DS areas.

Police said it appeared the local man had been in a vehicle which became submerged near a river near Corwen. His body was found a short distance away. There are 16 flood warnings in place across Wales and the Environment Agency warns levels could rise overnight. Fire crews spent Sunday carrying out a number of flood-related rescues in north and mid Wales. North Wales Police said the man's body had been recovered near Llandrillo after an extensive search and rescue operation by emergency services. Fire and rescue crews found the body a short distance from a vehicle that a member of public had reported submerged on the B4401, close to a river. North Wales Police said it was still too early to say what had happened, although it would appear that the dead man had been the driver of the vehicle.

    Supt Jeremy Vaughan said: "This is a tragic incident and the police are liaising with the man's family. "It emphasises the need to be extremely cautious in such adverse weather conditions and members of the public are advised to check weather conditions before making a journey." Earlier, seven people were led to safety from properties in Llandysilio, near Welshpool, amid fast-rising levels on the River Vyrnwy. Firefighter Adrian Bowen said the speed of the deluge took householders, evacuated to Oswestry, by surprise. He described the flood water as an "unbelievable sight" and something he had "never seen in 20 years". Among those rescued were an elderly couple, in their 70s, who had been "frantically trying to push water out of the property". "As we arrived it started with a minimum of one inch and by the time we managed to rescue them it was eight inches to a foot coming in," said Mr Bowen. About 80 sheep were rescued from a flooded field next to Bangor on Dee Racecourse, near Wrexham, by RSPCA and fire service rescuers, along with a badger which was netted as it swam nearby. The main A525 road into the village has been blocked by flooding. Local councillor Rodney Skelland said the water was being monitored and it was felt that levels would peak by 1700 GMT and the village would not be affected. Environment Agency Wales said further heavy rainfall is expected in the early hours of Monday, which could cause rivers to rise again quickly and "put local communities at risk" A spokesperson said: "Staff are continuing to monitor river levels following the heavy rainfall experienced in parts of the country this weekend.

    "We urge people in areas prone to flooding to continue to be on their guard. People should stay away from rivers and at all times avoid trying to drive or walk through any flooding." The Environment Agency issued 16 flood warnings and eight flood alerts across Wales on Sunday. The flooding comes after a severe weather warning for heavy rain was issued by the Met Office on Saturday. In Powys, Mid and West Wales Fire and Rescue Service said its "swift water rescue" crews had been deployed after receiving calls from people stuck in their cars. Firefighters with specialist training and equipment who are able to launch rescues in fast-flowing water - have been helping motorists. In north Wales, properties in Pentrefoelas, Capel Curig, and Betws y Coed are among those affected. North Wales Fire Service they have also received calls about flooding on roads in Rhyl, Denbighshire.

Streets in low-lying parts of the city were flooded; water also filled basements in some old houses. At least 15 heating facilities in the flood-hit area had to shut down. "The emergency situation was caused by several unfavorable weather factors: the soil froze deeply and could not absorb ice water, sudden warming caused the snow to melt quickly, and it all coincided with pouring rains, rare for this time of the year," the statement reads. Storm cells dumped heavy rain on communities west of Brisbane, but so far there've been no reports of any major problems. Two cells prompted severe storm warnings including the possibility of flash flooding - one in the Toowoomba area, including the Lockyer Valley, and the other around southern Wivenhoe. Some of the highest falls were seen at Toowoomba airport, which received about 64mm in an hour and a half. Tallegalla, between Toowoomba and Brisbane, received 67mm in about the same period. Police have had reports of water over the roads in Toowoomba, in particular around the East Creek vicinity. There are also reports of Bridge and Tor streets in Toowoomba's west being under 1m of water as is James and Kitchener streets where a mother and son drowned last month. The weather bureau cancelled its severe thunderstorm warning for the southeast at 9.36am. But a new warning was issued at 12.12pm for St George, Charleville and surrounding areas. It was for heavy rain and possible flash flooding over the next several hours in Charleville, Cunnamulla, St George, Quilpie, Windorah, Bollon, Mitchell, Goondiwindi and Eromanga.

    Earlier, Rick Threlfall, forecaster with the Bureau of Meteorology, said Greenbank had received 52mm of rain since 9am yesterday and before 6am today, while Grandchester, southeast of Toowoomba, received 55mm. He said the heaviest rain of 80mm was recorded at the Mt Castle weather station, northeast of Warwick. Mr Threlfall said Brisbane's city centre only received 2mm, while some of the southern and western suburbs averaged between 30mm and 40mm. Mr Threlfall said there were a few thunderstorms forming around southeast Queensland today, with a band of more "thundery rain" developing tomorrow. "Today there will be more isolated thunderstorm cells, while tomorrow there will be a more widespread band of rain with thunderstorms within that rain," he said. "But this southeasterly change will get rid of the humid feel of things. "The storms will clear and head north, so we will go back to isolated showers on Wednesday, Thursday and Friday." The maximum temperature yesterday was 32C, with a minimum of 25 being reached overnight about four degrees above average for February.

    Today's maximum temperature is expected to top 29C with a minimum tonight of about 22. Meanwhile, a southeasterly wind change due to blow in at lunchtime should provide some welcome relief from a week of oppressive heat and humidity in the southeast. Although no records have been broken, the relentless run of 30C-plus days and uncomfortably warm nights has seen power usage soar to its highest level of the summer. Bureau of Meteorology senior forecaster Ben Annells said there had not been a single night this month below 23C. "The long-term average for the minimum temperature in February is about 20.6C, and so far the average for this month has been 24.3C," Mr Annells said. A brief storm in Brisbane on Sunday was not sufficient to cool conditions. As temperatures soared, traditional hot weather favourite South Bank Parklands was trying hard to keep visitors both cool and entertained in the absence of its flood-ravaged beach and pools. Among the alternative attractions were a giant wave-shaped jumping castle, table tennis tables and a sandpit. But on a day when the apparent temperature hit a sweltering 36C, the water features were sorely missed, with some park goers resorting to spray bottles and fans to cool down. "We came (to South Bank) to go to the museum but it was closed, so then we thought we'd go for a swim but there's no pool," Hamilton father-of-three Mark Walker said.

    Swiss backpackers Isabel Anacker, 29, and Philipp Boeni, 27, were also disappointed to find the much talked about "city beach" was no more. "We'd really like to go for a swim and cool down," Ms Anacker said. Around the country, heat-weary Sydneysiders suffered through a 36C day on the back of Saturday's 41.5C scorcher, while rain-soaked Melbourne shivered on a mere 19C. Mr Annells said Queensland's summer from hell was not over yet, with a trough moving into southern Queensland this week likely to produce heavy falls in the Warrego, Maranoa and Darling Downs catchments. "It will be fairly unstable across most of the state until the end of the week," he said. In Brisbane, temperatures should dip back under 30C on Tuesday thanks to a shift in the wind direction from the north to the southeast on Monday.

The rain, which started on Sunday evening, triggered avalanches in several parts of the valley and resulted in shooting stones on the Srinagar-Jammu national highway, leading to its closure for traffic. "An avalanche struck at a forward post at Kabul Gali, Gurez (in north-east of Srinagar) on the Gurez-Mushkoo-Drass side. A porter died and four others, including three paramilitary BSF men, were injured," Amir Ali, officer on special duty with Divisional Commissioner, Kashmir, told the Hindustan Times. An Air Force plane failed to make a sortie to the spot to airlift the injured. "But the injured are being treated at Kabul Gali only.

    They could not be airlifted due to adverse weather," said Ali. Gurez is surrounded by Pakistan-occupied Kashmir's mountains on three sides and the highway connecting it with Srinagar remains closed in winters. The victim of the avalanche was identified as Jamal Lone (45), a resident of Gujran, Gurez, more than 1gg km away from Srinagar. This has taken the death toll of those killed in avalanches to sic. On Sunday, five people were killed and five injured in rockslides triggered by snowfall at village Garkone in Batalik sector of Kargil district. There was fresh snowfall in upper reaches in the valley, while the plains recorded both torrential rains and snow. In its fresh warning, the government said a high danger avalanche warning existed in north Kashmir's Dhudhi, Machil and SM Hill areas.

    A medium danger avalanche warning stands in several upper reaches in north and north-east of Kashmir valley, including tourists spots like Khilanmarg and higher reaches of Gulmarg. "People in these areas are advised to avoid movement during snowfall and avoid steep slopes. People are advised not to venture in avalanche prone areas," said Ali. Rain also closed 300 km Srinagar-Jammu national highway, only road way connecting Kashmir with the rest of the country, for traffic. "The highway was closed after reports of shooting stones at several places. We are clearing the stretches and might throw it open for the traffic in the evening," DIG south Kashmir H.K Lohai told the HT.

    More than 200 vehicles are stranded on the highway. "We returned passenger vehicles but goods trucks have parked on the highway only," said Lohai. Srinagar-based MeT official predicted "widespread rain and snow in the Valley and the Ladakh region in the next 48 hours due to huge depression caused by western disturbances". Gusty winds, on throughout the Sunday night, uprooted many trees in several orchards in north and south Kashmir. Sixty people were evacuated from their homes as the water levels rose, peaking at two metres at about 2pm. Two people had to be rescued from their four-wheel drive vehicle after they became stranded, with water up to window level. Water began receding overnight, and Fire and Emergency Services Authority said no other communities are expected to be affected by the flood. Police are in the community helping in the clean-up today. Officers from the Shire of Ngaanyatjarraku will assess roads in the region today.

The state government official portal, www.johordt.gov.my, reported that the remaining evacuees were being accommodated at 19 relief centres in the districts of Batu Pahat, Segamat, Muar and Ledang. Batu Pahat has the most number of evacuees, at 4,140, followed by Segamat (285), Muar (276) and Ledang (35). Jalan Pogoh Tekam Section 1-Section 3 (from Chodan to Tekam) in Segamat remains closed to all vehicles because a one kilometre stretch is under a metre of floodwaters.

Provincial mayor of Arequipa Alfredo Zegarra announced that the decree would last for 30 days, during which time the authorities would be in permanent session to attend to emergencies as they arose. He added that they would request resources from Peru’s ministry of finance to assist 71 families who need to be relocated after rains destroyed their housing, as well as 300 more families affected by the extreme weather conditions. According the authorities’ estimates, these efforts will require approximately 1 million soles. It was also announced at the meeting that 50 percent of the sewer system of the city had ceased to function due to overflow, and that the most affected districts were Mariano Melgar, Miraflores and Alto Selva Alegre. Twelve of the province’s 29 mayors participated in the meeting, where they agreed to continue coordinating relief and prevention efforts. The national weather service predicts that heavy rains will continue into March.

The Education Department said parents of children at Newman Primary School have been asked to collect their children early today because flooding has made four classrooms unusable. Power to the school has been cut because of concerns of possible electrical damage. Roebourne District High School will be closed today and tomorrow because of dangerous road conditions between Roebourne and Karratha. Students have been asked to stay home. Wickham Primary School is also closed today. Karratha Senior High School is open but students from Wickham, Roebourne and Point Sampson have been told to stay home because the normal bus service is not running. Pilbara Regional Executive Director Sue Cuneo said every precaution had been taken to ensure the safety of students and staff. She urged parents to be cautious when collecting students near flooded stormwater drains. The department said it was monitoring advice from the Bureau of Meteorology about a possible cyclone developing in the Pilbara.
