    Situation: Heavy rain has caused massive floods in the South Asian country of Sri Lanka, and almost a million people have been affected by raging waters. Sri Lanka needs monsoon rains to grow food, but this time around they've been too heavy and destroyed farmland and rice fields. Eighteen people are now known to have died and 200,000 have lost their homes. The air force are busy trying to rescue people and bring in supplies, and schools are being used as shelters.

    More than 30,000 homes in Brisbane are expected to be flooded on Thursday – and at least 13 people are dead, with dozens still missing – after a huge surge of water hit Australia’s third largest city. Water levels reached a 4.5metre (15ft) peak at 4am local time, lower than feared, as the worst deluge since 1974 poured through neighbourhoods. ‘This is still a major event, the city is much bigger, much more populated and has many parts under flood that didn’t even exist in 1974,’ Queensland premier Anna Bligh said. ‘We are still looking at an event which will cripple parts of our city. Brisbane will go to sleep tonight and wake up to scenes that many have never seen anything like in their lives.’ Resourceful citizens took to kayaks, rowboats and even surfboards as the floods that have devastated the state in recent weeks forced the Brisbane River to burst its banks. The flood water, which reached the tops of traffic lights in the city’s business district, overwhelmed a dam built to protect Brisbane after the 1974 deluge. City officials opened the floodgates to prevent a greater disaster, which contributed to the downtown deluge. The clean-up bill is expected to exceed £3billion – and food prices are expected to skyrocket, as thousands of acres of crops were wiped out. More than 70,000 homes across Queensland are without power, as suppliers switched off electricity as a precaution against electrocution. Water levels will likely stay at their present peak until Saturday, said officials – but they warned many people will still not be able to return home for days or weeks after that.

    Situation: A tanker carrying 2,400 tonnes of sulphuric acid has sunk on the Rhine river in Germany and police say two crew members are missing. The tanker's other two crew were rescued, according to the authorities. The boat capsized near St Goarshausen, south of Koblenz, and it is not yet clear whether any of its cargo leaked. Thawing ice and snow have caused flooding along the Rhine in recent days but it is not known if the high river levels played a part in the incident.

Cruz town in Davao del Sur on Monday afternoon, leaving a girl dead and 50 people homeless. Authorities said the flashflood hit Barangay Darong in Sta Cruz town around 10 p.m. Reports said the Sibulan River overflowed due to continuous rains in the province. Police said a total of 15 houses, occupied by at least 50 people, were swept by the flashflood. Rescue teams were still searching for 2 more missing residents, including a pregnant woman. The affected families have been evacuated to the Darong Elementary School and a covered court in the barangay.

Kaal Spruit feeds into the Hennops River which yesterday became a raging torrent after heavy rains wreaked havoc in the area. One report said up to seven people were still unaccounted for last night, but this could not be confirmed by emergency workers. According to Tshwane Emergency Services spokesman Johan Pieterse, Henry Knox, 42, and his team were conducting search operations for flood victims yesterday. Knox was caught up in a swirl of water and was out of sight for some time until his colleagues located him and tried to save him. Pieterse said Knox’s colleagues tried resuscitating him for about 40 minutes. He died after being airlifted to the Unitas Hospital. Knox started working for the fire brigade in 1987 and was based at the Wonderboom Fire Station at the time of his death. A motorist, Nick Stolp, spent nearly three hours in the river waiting for water to subside before rushing back to the bridge to seek help.

    Stolp’s car was washed into the river, but he managed to get out through the window and hold on to a tree next to the river. He told emergency workers that more people had been swept away by the river. Another car was found close to the area where Stolp survived, but it was not clear what had happened to the driver. Elsewhere, a woman had to be rescued just next to Centurion Golf Estate after her car was washed away. Tshwane Emergency Services fear more floods might follow. Heavy rains caused the Hennops River to burst its banks overnight on Sunday with emergency workers engaged in rescue missions. Some roads in the area, including Lenchen Avenue South and Lenchen Avenue North, were closed for traffic for several hours but were later reopened when water started to subside. The Centurion Lake Hotel, situated next to the Centurion Lake, was once again the victim of the floods as its underground parking lot was completely flooded. From early in the morning, workers at the hotel used draining machinery to drain water from the underground parking area back into the lake.

    The reception area of the hotel had also been flooded and workers were draining the water, which appeared to have been at knee-high level at its peak. Hotel management did not want to comment on the damage to the hotel, but it was clear that electric sockets, furniture and the lifts had been affected as work was under way to repair them. A security fence at the Centurion Golf Estate was also ripped apart by the heavy water from the river, but a golf club member confirmed that no property was damaged as a result of the floods. “At some point the river was about 600m wide and it was quite high,” said a golf club member Tokkie Groenewald. “One of the security personnel had to be rescued from a tree which was swamped,” he added. According to Pieterse, a minibus taxi was also overcome by the heavy waters in Centurion, but no rescue was necessary as the driver and the occupants managed to free themselves. Pieterse was worried that these might not be the last floods of their kind if weather forecasts were anything to go by. “The weather forecasts are saying that there is an 80 percent chance of showers and if that really happens, then we are going to have the same thing happening around this area and elsewhere. “We want to warn people, especially motorists, to avoid driving over low water bridges when it is raining like this and generally to avoid situations where they might find themselves trapped,” said Pieterse. He further warned people who lived along flood lines to move higher up as they were vulnerable to floodwaters. The search and rescue operation by the emergency services was called off in the afternoon but the SAPS search unit was still conducting the search for victims, which was expected to stop late in the afternoon as it started getting dark.

Media reports in Slovakia, Austria, Hungary and Croatia suggested that rising waters would cause floods in those areas well, Focus reported. Flood waters have killed four near Frankfurt, where unusually mild weather has melted the snow, while heavy rain has exacerbated the problems.

    Heavy rains fell in southeastern Brazil Monday, hampering rescue operations as the death toll reached 635 and disease fears grew as corpses decomposed. The rain, forecast to continue for several more days, forced the air force to call back helicopters sent to save 80 people stranded in a remote village in the Regiao Serrana mountainous region northeast of the city of Rio de Janeiro, an official said. But Brazilian soldiers were able to rescue 110 families in Teresopolis, a city in the region. More than 400 people died in Teresopolis Wednesday in avalanches of mud and debris that smashed down on their homes in the early hours of the morning, officials said. At least 14,000 people in the area are homeless, officials said. Rio Gov. Sergio Cabral declared a state of emergency in seven municipalities. Cabral also said in a statement he was so affected by seeing the devastation that he had a panic attack as he traveled to Nova Friburgo, a mountain city 85 miles from Rio. The combination of floods, mudslides and landslides made this the worst weather-related natural disaster in Brazilian history, O Globo newspaper said. Officials warned residents of the risk of waterborne diseases. Several thousand doses of vaccines against diphtheria, tetanus and other diseases have been distributed, they said. Authorities made an urgent appeal for donations of blood, bottled water, food and medicine, and for medically trained people. Some rescue workers said they stopped taking identification photos of bodies because the bodies were so grotesquely disfigured by decay, CNN reported.

Three articulated lorries got stuck this morning in the icy conditions on the E4 motorway outside Härnösand in northern Sweden, severely restricting the southbound traffic. Trucks carrying sand are on the way and police are present to help the rest of the traffic continue to flow. The Swedish Meteorological and Hydrological Institute (SMHI) has warned travellers about difficult slippery conditions together with ice rain in large parts of central Sweden and further north. Meanwhile traffic was temporarily halted on three roads in Skåne in southern Sweden on Sunday morning due to flooding, one of which was under a viaduct along the national highway 882 at Stora Uppråkra, south of Lund. In addition, the E4 motorway from Ljungaskog at Örkelljunga to Yxenhult, south of Markaryd in southern Sweden, and many minor roads around Skåne were flooded for several hours. Emergency services in Höganäs were out during the night with pumps at dozens of properties which were affected by flooding or in danger due to inrushing thawing water “Large build ups of water on farmland cannot drain away because of the frost on the ground,” said Marcus Fridlund from the emergency services to TT. Meanwhile there are warnings of slippery road conditions in Gävleborg County in eastern Sweden and further north. “There are problems all along the E4 between Gävle and Söderhamn with many accidents,” said Sven-Erik Hammar of the Gävleborg county police to the TT news agency. “It is raining at the moment up towards Hudiksvall and the implications for that are obvious. In Sandviken too it is very slippery”. Most of the accidents have occurred when drivers come up to long queues where the traffic is going slowly because of the slippery road conditions. Trucks and salt spreaders are also having trouble. There are so far no reports of serious injuries but the police are worried that things could get worse this evening as travellers return home from weekend trips to the mountains.

The 118-door longhouse was the worst affected of the many longhouses along the Tinjar River, a tributary of the Baram River. The worst hit was the Tinjar and Ulu Teru region where water level was about two metres from the floor of many longhouses in what many described as the worst in recent history, with witnesses saying the scene was like the flood hitting Brisbane in Australia. The authorities through the Welfare Department are rushing food supplies and other forms of assistance to the flood victims. Over 10 rural schools had been closed while residents from tens of longhouses in Baram, Tinjar, Bakong, Niah, Saeh and Sibuti have been affected with varying degrees of severity, wiping out crops and livestock. Low-lying areas in and around Miri City were inundated due to collision of run-off with the King Tide while villages in Marudi were already up to knee-deep waters yesterday as La Nina lashed across northern Sarawak. Miri Division disaster relief and co-ordination committee led by Resident Antonio Kathi Galis has been monitoring the situation round the clock over the weekend while respective operations centres reported situations from Marudi and Niah. Deputy Chief Minister Datuk Patinggi Tan Sri Alfred Jabu flew from Kuching to Miri before heading to the flood-affected areas with Assistant Minister of Public Utilities Sylvester Entri, Telang Usan assemblyman Lihan Jok and officers from the Resident’s Office and Welfare Department in two helicopters to assess the situation.

    Residents had to brace for the worst as water levels continued to rise in upper reaches and middle of Baram, Niah and Sibuti. Around 1,096 residents from three longhouses in Niah were left stranded as flood waters rose rapidly. The affected longhouses were Rumah Belilie, Rumah Anyai and Rumah Mat Burai. Swift flowing water also hampered relief operations mounted by the army to evacuate a total of 479 people from the 64-door Rumah Belilie longhouse. As at 2.34pm yesterday, the water level at Sungai Saeh, Niah continued to rise, leaving 107 people from the 20-door-longhouse Rumah Anyai stranded and were yet to be evacuated. The water level rose to four feet at 21-door Rumah Mat Burai, Saeh trapping 110 people. All are expected to be evacuated. A total of 82 personnel from the Police, Army, Fire and Rescue Department, Civil Defence Department and Welfare Department were involved in the evacuation of 290 people from 65 families in Rumah Ranggong. Some of the trapped victims sought refuge on rooftops as fast-rising water overwhelmed the capacity of the rescuers. All the victims were finally evacuated to a nearby hill. Meanwhile, 44 pupils from SK Rumah Ranggong, Ulu Niah were evacuated to the school’s highest building. The flood also affected 80 people including teachers, administrative staff and pupils of SK Manong, Niah. Around 1,250 from 187 houses at Kampung Padang and Kampung Tanjung Belipat in Niah were trapped as the water rose to three feet high. Nine longhouses namely Rumah Lagan, Rumah Jeli, Rumah Empading, Rumah Empading, Rumah Enteri and Rumah Mokeng and 127 houses in Kampung Kejapil, Kampung Padang Kelulit, Kampung Menjelin, Kampung Sebalik, Kampung Pintasan and Lubuk Buineh were also affected by the flood. Six kampungs namely Kampung Narom, Kampung Lidan, Kampung Baru, Kampung Dagang, Padang Kerbau and Kampung Cina and Rumah Adang Sungai Ridan were affected in Marudi.

It's a once a year or two phenomenon, but forecasters are predicting "king tides" in Washington this coming weekend and again in mid-February. Kings tides are exceptionally high tides that coincide with strongest gravitational pulls from the moon and sun. Those higher than normal tides may cause minor flooding in lowlands that usually remain dry. But compounded with wet weather over the next few days, any significant rainfall could cause more damage than just the normal ebb and flow of the tide. All of this means the City of Edmonds is taking action now. "High tides alone don't cause a problem," says Edmonds Public Works Director Phil Williams. "When we have high tides combined with heavy rain, we get ponded water across Highway 104 down to Dayton Avenue." Williams doesn't want a repeat of flooding that occurred December 13, when he says there was enough water to canoe down Dayton Avenue. But fortunately then, the rain didn't overlap with an abnormally high tide. According to Williams, the areas of most concern are SR 104 coming from the Edmonds ferry terminal, Dayton Avenue, and the Harbor Square business complex. "Water can get inside structures in Harbor Square," says Williams. "Combined with winds, it's even worse." Edmonds Public Works officials have also been in contact with a water pump rental company, so that should flooding occur over the next few days, they have the tools they need at the ready. The city will also be closely watching the stormwater system, which could get backed up if enough rain falls. That's why sandbags are already available at the City of Edmonds Public Works Department during business hours, from 7:30 a.m. to 4:30 p.m. Outside of business hours, some sandbags will be available at the facilities, located at 7110 210th St. SW.

    Situation: The death toll from floods and mudslides in Brazil's southeastern state of Rio de Janeiro has climbed to 785. Officials say another 400 people are missing. Last week's devastating mudslides were unleashed by days of heavy rains. Rivers of mud leveled houses, threw cars on top of buildings and left at least 6,000 people homeless. Another 8,000 were forced to move to temporary housing. Flooding struck several towns in the mountainous Serrana region north of the city of Rio de Janeiro. It is being described as one of Brazil's worst natural disasters. President Dilma Rousseff's government allocated some $460 million in emergency aid for the affected areas, but survivors have criticized authorities for not providing enough help. Landslides and floods are common in Brazil, often affecting poor communities where shacks are built on steep, unstable hillsides.

    Weeks of rain caused devastation in the Philippines in January 2011. On January 18, Voice of America reported that 53 people had died, and more than a dozen remained missing. On January 17, Agence France-Presse reported that 8,800 people had taken shelter in evacuation centers, and at least 1.5 million had been affected by the floods in some way.
    This map shows rainfall amounts over the Philippines from January 12 to 18, 2011. The heaviest rainfall—more than 900 millimeters (35 inches)—appears in dark blue. The lightest rainfall—less than 100 millimeters (4 inches)—appears in light green.
    The heaviest rain is concentrated along the eastern seaboard. Voice of America reported that more rain was forecast for that area over the next several weeks, and had the potential to exacerbate the situation on the ground.
    Amid the destruction, some encouraging news emerged for the Pacific nation, according to Agence France-Presse. On January 19, the World Bank announced a $1.5 million grant to bolster Manila’s flood defenses. Torrential rains killed hundreds in the capital city in 2009.
    This image is based on data from the Multisatellite Precipitation Analysis produced at NASA’s Goddard Space Flight Center, which estimates rainfall by combining measurements from many satellites and calibrating them using rainfall measurements from the Tropical Rainfall Measuring Mission (TRMM) satellite.
